Purpose of Funding

 

The New York State Education Department (NYSED) is seeking proposals for the development of a paper-based and computer-based New York State High School Equivalency (NYS HSE) test. NYSED is currently releasing two similar RFPs; one for a high school equivalency test that is widely administered using both paper-and-pencil and computers, and the second that is administered primarily by computer with few exceptions. NYSED will award one contract for either of the two RFPs. Vendors are encouraged to bid on both RFPs. The contract resulting from either of these RFPs will be for a term anticipated to begin April 1, 2013 and to end December 31, 2016, with an option to renew for one (1) additional year.

Eligible Applicants

Eligible applicants are testing companies and/or educational organizations with demonstrated experience in developing and administering large scale assessments by paper and computer, training for test administration staff, and printing and shipping a high volume of tests and test-related materials in a timely and secure manner. Testing companies that cannot provide CBT as specified above are not eligible to bid.

All bidders must attend the Mandatory Bidders’ Conference to be held on December 7, 2012 at 10am ET in Room 1616 of One Commerce Plaza (16th floor), 99 Washington Avenue, Albany, New York. An agency representative must attend this mandatory conference in order to be eligible to bid on this RFP.

Funding

 

It is anticipated that State funds will support the development and administration of this test. The NYS HSE test will be the primary instructional focus of approximately 639 NYSED-approved adult education and Alternative High School Equivalency Preparation (AHSEPP) programs. NYSED-administered federal and state funding that supports these programs will be used to purchase practice tests and instructional materials to prepare for the NYS HSE test.
