Over the past three years, caseloads have increased in size leading to increased expenditures across all case services. Most notably is the increase in the number of individuals participating in postsecondary training and the increased level of funding that ACCES-VR has committed to postsecondary training. To ensure that ACCES-VR has the resources to sustain the full range of vocational rehabilitation services to all applicants and eligible individuals, the Household Living Thresholds must be adjusted.
To address this in a measured way, the household living requirement threshold will be reduced from 500% of the federal poverty level to 350% of the federal poverty level. There will also be a reduction in the cost of living differential from $15,000 for all downstate counties to $10,000 for Bronx, Kings, Nassau, New York, Richmond, Queens, Suffolk and Westchester; and to $7,500 for Dutchess, Orange, Putnam and Rockland.
The new income thresholds will be available in CaMS for financial need calculations prepared on or after November 13, 2017. Financial need calculations completed on or after November 13 will use the new thresholds and will apply to services beginning on or after November 13, 2017. There will be no need to recalculate financial need if the original Individualized Plan for Employment (IPE) or IPE amendment was finalized before November 13, even when the service period continues after November 13.
