POL-11-02

DATE: June 7, 2011

ACCES-VR will continue to implement funding limits for the 2011/2012 academic year in order to sustain our capacity to serve all eligible individuals.

Effective immediately, tuition is limited to a maximum of the SUNY rate for the 2010-2011 Academic Year and required textbooks are limited to a maximum of $350 per semester. Any plan completed and approved for the Fall is not required to be amended but pending plans should be rewritten to reflect the new limits.

ACCES-VR continues to support post-secondary training as a key strategy to improve the quality of employment outcomes and wage levels of individuals completing VR services.

Funding Limits

Tuition: Bachelors Degree - $4,970 per academic year; $2,485/semester
Associate Degree - Published rate of the particular SUNY/CUNY or community college, not to exceed $4,970 per academic year.

For private colleges, undergraduate four-year programs should be compared to an equivalent public four year college and private two-year colleges should be compared to an equivalent public two-year/community college (SUNY/CUNY) program, not to exceed $4,970 per academic year.

For graduate study, only authorize the established public graduate program rates for the 2009-2010 academic year.

Fees: $300 per academic year; $150/semester; $100/ trimester

Required Textbooks and Materials: $700 per academic year; $350 per semester

Room and Board: $675/semester; $450/trimester

The rates above are based on full time status and should be pro rated for part time attendance.

Counselors are reminded that it is essential to complete an accurate and thorough Calculation of Consumer Participation in the Cost of Services; apply all comparable benefits; and determine the most cost effective services.

The VES-843 Refund of Payment in Advance of Financial Aid Awards, VES-844 College Training Fact Sheet, VES-845 ACCES-VR Contribution Calculation Worksheet and VES-845 Cover Letter are updated to reflect these new funding limits.

Please refer to the Vocational Rehabilitation Policies and Procedures web page for procedural and related memos that may provide additional guidance: http://www.vesid.nysed.gov/current_provider_information/vocational_rehabilitation/policies_procedures/000_index.htm

Waiver

ACCES-VR has a waiver process to evaluate the consumer's individual situation and determine whether the established cost and duration limits would deny the consumer access to services; the process is established to accommodate the rehabilitation needs of an individual when necessary to achieve the employment outcome. Please refer to Consumer Involvement Policy and Procedure 100.00 and 100.00P (April 2007) for more information.
