Center EDUCATION ADVOCACY SYSTEM CHANGE
ALBANY Center staff was invited to participate on a special education task force at Albany Disability Law Clinic.
AUBURN East Middle School in Auburn increased its physical access by installing power door openers.
AUBURN St. Joseph's School in Auburn increased its physical access by installing power door openers.
BINGHAMTON The Center established a written contract with the Binghamton School District to provide Augmentative Communication Services through its Wingspan Program.
BUFFALO New York State Office of Vocational and Educational Services for Individuals with Disabilities (VESID) changed its college tuition policy by rescinding a recently enacted spending limit and reenacting a pre-existing waiver.
BUFFALO University of Buffalo incorporated Independent Living Philosophy curriculum as a permanent component of an Assistive Technology graduate elective course in Rehabilitation Science Ph. D., Occupational Therapy MS, and Assistive Technology Certificate programs.
CORTLAND Hartnett Elementary School in Truxton installed an elevator.
CORTLAND The Center's Access Coordinator was appointed to the Advisory Board of the State University of New York (SUNY) Cortland Institute for Disability Studies.
CORTLAND Cortland Junior and Senior High School created five handicapped parking spots, with three eight foot access aisles, and added signage to identify the accessible entrance to the school.
JAMESTOWN Northern Chautauqua County Head Start program moved to an accessible site in Dunkirk.
KINGSTON George Washington Elementary School located in Kingston added a curb cut and added an extension to the ramp at the side entrance to ease the transition from grade to the ramp.
LONG ISLAND FEGS (Federation Employment and Guidance Services) Health and Human Services System incorporated an ILC developed curriculum entitled "Self-Advocacy and Independent Living/Life Skill Development" as a permanent component of its Individual Psychiatric Rehabilitation Training (IPRT) Program weekly advocacy group.
MANHATTAN The Center was appointed to the Quality Assurance Advisory Committee to the New York State Department of Education.
MIDDLETOWN The Center's Educational Advocate was newly appointed to the Sullivan County Community Services Children's Task Force.
NEWBURGH Orange-Ulster Board of Cooperative Educational Services (BOCES) adopted a policy that allows the Center's transition staff to attend the Committee on Special Education (CSE) meetings of students they are working with.

NIAGARA FALLS Niagara Falls City School District incorporated parent information nights as an educational component for children with individualized education programs (IEPs).

NIAGARA FALLS North Tonawanda City School District is now using qualified sign language interpreters for Deaf students in both the elementary and secondary programs as well as at individualized education program (IEP) meetings so that the students may be actively involved in their educational planning.
NIAGARA FALLS Starpoint Central School District incorporated parent information nights as an educational component for children with individualized education programs (IEPs).
PLATTSBURGH The Center was awarded $15,000 grant from Partners for Youth with Disabilities to establish a peer mentoring program (disabled adults mentor disabled youth) serving Plattsburgh High School, Peru Central School, and Champlain Valley Educational Services.
POUGHKEEPSIE Kingston City Schools made its services accessible to individuals who are Deaf/hard of hearing by providing interpreter services.
ROCHESTER Brighton High School revised its emergency evacuation policies that pertain to students with disabilities to be safer including the acquisition of an evacuation chair and staff training in its safe and proper use.
ROCHESTER State University of New York (SUNY) Brockport modified its Americans with Disabilities Act (ADA) compliance plan to include the installation of an automatic door opener with each replacement of an exterior door until all exterior doors are equipped with automatic door openers.
STATEN ISLAND St. John's University Staten Island Campus improved access at Mahoney Hall by installing a ramp and automatic door and moving the door's operating button to a more appropriate location.
STATEN ISLAND St. John's University Staten Island Campus improved access at Labelle Hall by lowering a telephone booth so it would be accessible for wheelchair users.
SYRACUSE Oswego City School District improved the accessibility of bathroom facilities at Oswego High School.
SYRACUSE Oswego City School District improved the accessibility of bathroom facilities at Fitzhugh Park Elementary School.
SYRACUSE Oswego City School District improved the accessibility of bathroom facilities at Charles E. Riley Elementary School.

SYRACUSE The Center's filing of a US Department of Education, Office of Civil Rights (OCR) complaint against Syracuse City School District resulted in Webster Elementary School stopping the practice of keeping the accessible school entrance locked.
SYRACUSE Oswego City School District improved the accessibility of bathroom facilities at Minetto Elementary School.
UTICA New York State Office of Mental Retardation and Developmental Disabilities (ONRDD), Central New York Developmental Disabilities Service Office (DDSO) approved the expansion of Rome Youth Services to Working Solutions One-Stop in Rome.
UTICA Established contract with Central New York Psychiatric Center (Department of Corrections mental health in-patient facility) to provide daily classes on independent living to assist with transition back to prison of origin and release from correctional system.
UTICA Hamilton College in Clinton pledged in writing all future construction would be in full compliance with the Americans with Disabilities Act (ADA) and improved the accessibility of existing facilities by modifying dormitory bathrooms and re-striping handicapped parking spaces.
WATERTOWN The new Chairperson for the Committee on Special Education (CSE) at Watertown City School District agreed to send parent guides home to parents prior to CSE meetings instead of giving them out at the time of the meetings.
WHITE PLAINS Greenburgh 7 School District initiated a transition evening for parents of special education students in the high school.
WHITE PLAINS The Center was approved as a Medicaid Service Coordination vendor in Westchester County under New York State's Office of Mental Retardation and Developmental Disabilities (OMRDD) and Department of Health (DOH) to provide service coordination to youth with disabilities. This program will generate fees for the services provided.
YONKERS Gorton High School educational magnet program in Yonkers implemented new policies and procedures that made the program accessible to students with mobility impairments enabling them to benefit fully from the curriculum.

ALBANY The Center's efforts resulted in 1 consumer being approved for services through the newly legislated Medicaid Buy-In demonstrating local implementation of the program in Albany County.
ALBANY St. Peters Hospital in Albany changed its reasonable accommodation procedures to allow the scheduled lunch period and breaks to be taken in smaller blocks of time throughout the day.
AMSTERDAM The Center was a catalyst for the One-Stop Center in Schoharie County, Cobleskill Workforce Solutions, to submit a funding application that was approved to improve the accessibility of the facility and computer equipment.
AMSTERDAM The Center was a catalyst for One-Stop Center in Fulton County, Gloversville Workforce Solutions, to submit a funding application that was approved to improve the accessibility of the facility and computer equipment.

AUBURN Cayuga County One-Stop, Cayuga Works Career Center, installed an electric door opener to increase physical access to the building.
BATAVIA Genesee County One-Stop, Genesee County Career Center, installed automatic door openers, lowered Braille signs to a useful level, and discontinued a practice of having plowed snow dumped in the handicapped parking spaces.
BINGHAMTON The Center's efforts resulted in 5 consumers being approved for services through the newly legislated Medicaid Buy-In demonstrating local implementation of the program in Broome County.
BUFFALO Buffalo Philharmonic Chorus (BPC) modified its policy to insure full access to qualified performers with disabilities, not only in the area of service dog access, but in all areas of reasonable accommodation for employment with the group.
DELAWARE Delaware County One-Stop, CDO Workforce, established a policy at the Delhi Resource Room ensuring services to job seekers with disabilities in an alternate accessible location upon request until the Resource Room is moved to a new accessible location.
DELAWARE The Center collaborated on a joint funding application with Chenango-Delaware-Otsego (CDO) Workforce Investment Board to obtain adaptive equipment and software for area One-Stop Centers that was approved and equipment was installed at CDO Workforce, Otsego County One-Stop.

LONG ISLAND Sears Department Store corporate headquarters instructed regional and local managers as to the legal necessity of proper reasonable accommodations as mandated by the Americans with Disabilities Act (ADA).
LONG ISLAND The Center's Director of Advocacy became a member of the Nassau Placement Network (NPN) that is the local primary employment consortium.
MANHATTAN New York City Department of Youth and Community Development changed its training policies and procedures to include disability literacy training on a permanent basis for all contract and program managers who oversee Workforce Investment Act (WIA) and Summer Youth Employment Programs (SYEP) agency contracts.

ROCKLAND A joint funding application with Rockland County One-Stop, Tomorrow's Workplace, was approved establishing a Disability Navigator Program that provides an employment supports liaison for New York State Department of Labor (DOL) One-Stop.
SUFFOLK Long Island Head Start in Patchogue changed its employment application to eliminate a question that was deemed by the Suffolk County Human Rights Commission to be discriminatory toward people with disabilities.
TROY Saratoga Race Track in Saratoga Springs became a new employer of individuals with disabilities by hiring a youth who is legally blind.
TROY Prestige Food Services at Hudson Valley Community College (HVCC) in Troy became a new employer of individuals with disabilities by hiring an adult who is legally blind.
UTICA US Internal Revenue Service (IRS) issued opinion that sheltered workers are not properly categorized, for employment law purposes, as "independent contractors", making sheltered workshops responsible to pay FICA taxes to the government.
UTICA The Center's efforts resulted in 10 consumers being approved for services through the newly legislated Medicaid Buy-In demonstrating local implementation of the program in Oneida County.

ALBANY Albany Medical Center discharge planners now include the Center's brochures in their discharge planning packets.
AMSTERDAM The Center was a catalyst for University of Albany and other community agencies to submit a funding application that was approved to establish a Center for the Study of Minority Health and Health Disparities in the Latino community.
AMSTERDAM The Center's Consumer Directed Personal Assistance (CDPA) Program in Montgomery County that was established during the 2002-2003 reporting period increased program enrollment to a stable foundation.
AUBURN The Center's Executive Director became a member of the Cayuga County Health and Human Services Commissioner's Advisory Committee.
AUBURN Cayuga County Health and Human Services Consolidated Services Plan was revised so the language is more inclusive of persons with disabilities.
BATAVIA The Center became a member of the Genesee County Long-Term Care Task Force that was developed to determine the long-term care needs of seniors in Genesee County and to evaluate the services that are available to meet these needs.
BROOKLYN Brooklyn Women's Services, affiliated with Maimonides Medical Center, installed a raised toilet seat and grab bars to make the bathroom more accessible.
BUFFALO The Center was active in the local effort that stopped Erie County's long-term plan to move the Community Attendant Services Agency (CASA) from the Department of Social Services to the Department of Senior Services and other community agencies.
CORNING Consumer completing the Center's Leadership Training Program funded by the Developmental Disabilities Planning Council (DDPC) was placed on the Volunteer Committee of St. Josephs Hospital in Elmira.
GLENS FALLS Adirondack Endocrine and Diabetes Practice in Queensbury now provides TTY assistance for patients who are Deaf and hard of hearing.
HARLEM Natural Alternative Center, Inc., a natural alternative medical center, located in Harlem is now providing closed captioned DVDs for its patients who are Deaf/hard of hearing.
HARLEM New York City Commission on the Public Health System agreed to include legal language ensuring area hospitals are compliant with Title III of the Americans with Disabilities Act (ADA) when requesting increased funding to meet translation needs of the Deaf/hard of hearing community.
JAMESTOWN Center staff now serves on the New York State Department of Health's Emergency Board for People with Disabilities.
MANHATTAN New York State canceled the implementation of a prior authorization policy that would have placed an additional limitation on prescription drug access for Medicaid beneficiaries.
MANHATTAN New York State postponed implementation of the Medicaid Advantage program to address the issues raised on behalf of people with disabilities primarily dually eligible Medicare/Medicaid beneficiaries.
MANHATTAN New York City created a Supplemental Security Income (SSI) beneficiary unit to expedite disenrollment for SSI beneficiaries who enroll in Medicaid health plans but who wish to exit them by providing additional expert assistance to beneficiaries at the enrollment broker.
MANHATTAN New York City Human Resources Administration changed its policy to simplify the eligibility and enrollment process by permitting individuals to attest to their resources (excluding those seeking long-term care from this rule).

POUGHKEEPSIE New York Association of Psychiatric Rehabilitation Services (NYAPRS) with headquarters in Albany made its local services in Poughkeepsie accessible to individuals who are Deaf/hard of hearing by providing interpreter services.

QUEENS The Center joined a lawsuit with New York Lawyers for the Public Interest (NYLPI) against Parkway Hospital in Flushing that was won requiring the hospital to comply with the Americans with Disabilities Act (ADA) Title III and to establish policies and procedures to ensure the availability of qualified interpreters for Deaf patients, auxiliary aids and services for hard of hearing patients, and ADA training for staff.
ROCHESTER The Center's Deaf Services Coordinator participated on Finger Lakes Health Systems Agency Deaf Health Task Force that addressed barriers to health care experienced by Deaf population in Monroe County. Task Force issued "Deaf Health Task Force Report".
STATEN ISLAND The Center was active in the national effort that led to the passage and signing into law of the Federal Medicare Prescription Drug Improvement and Modernization Act on December 8, 2003.
SUFFOLK The dental office of Dr Sciotto in Jamesport improved its access by installing a ramp at both front and rear entrances, widening doorways, and reallocating office space to allow free access to the dental hygienist and dental examination/treatment chairs.
SYRACUSE Syracuse Orthopedic Specialists in Dewitt now provides an adequate number of accessible parking spaces identified with proper signage.
UTICA Brookdale Foundation awarded the Center $7,500 for Social Adult Day Services program called "Lakeview Activities Program" to provide respite for caregivers of individuals with memory-impairments, dementia and Alzheimer's in the rural areas of Herkimer and Hamilton Counties.
UTICA Dr. Krumpholz at Slocum Dickson Medical Group in New Hartford changed his office policy so that a patient who is Deaf would not have to bring an interpreter and is now providing a sign language interpreter upon request.
UTICA Sitrin Rehabilitation Center in Utica changed its policy and is now providing sign language interpreters upon request.
WATERTOWN Watertown Audiology, PC, is now making available interpreter services to effectively communicate with patients who are Deaf/hard of hearing.
WATERTOWN Woodruff Professional Building in Watertown is now making available interpreter services to effectively communicate with patients who are Deaf/hard of hearing.
WATERTOWN North Country Orthopedic Group in Watertown is now making available interpreter services to effectively communicate with patients who are Deaf/hard of hearing.
WHITE PLAINS Mount Kisco Medical group purchased a new accessible examination table.
WHITE PLAINS The Center's new Mental Health Systems Advocate was appointed to the Board of New York Association of Psychiatric Rehabilitation Services (NYAPRS) and given the role of the Westchester Regional Coordinator.
WHITE PLAINS J and K Healthcare Services in New Rochelle became a new provider of services through the New York State Department of Health Traumatic Brain Injury (TBI) Medicaid Waiver Program.

ALBANY Capital District Transportation Authority (CDTA) now includes the Center's "Day in a Life" disability awareness training as part of their Bus Operator Training.
ALBANY City of Cohoes established new policies for On-Street Accessible Parking Spaces for persons who are physically challenged and, as part of the submission process, requires an applicant for residential signage to be personally interviewed by the Center.
ALBANY A Center staff member now serves on the Mayor of Schenectady's Housing for People with Disabilities Task Force.
AUBURN Sunset Restaurant in Auburn now has large print menus for their patrons.
AUBURN Central New York Regional Transportation Authority (CENTRO) provided large print schedules and bus schedules for Cayuga County were added to its website.
AUBURN Elderberry Pond Restaurant in Sennett installed a unisex accessible bathroom.
BINGHAMTON Broome County Transit's plans to save money by eliminating several bus routes were canceled.
BINGHAMTON Starbucks in Vestal installed handicapped parking signs in front of the store.
BINGHAMTON Broome County Transit established a policy to buy more buses that have ramps instead of lifts.
BINGHAMTON Funding application was approved through City of Binghamton Community Development Block Grant starting January 2004 to assist people to find housing, develop comprehensive Local Housing Registry of accessible/adaptable housing, and outreach to landlords.
BINGHAMTON Broome County Transit hired more mechanics and increased hours of maintenance to reduce lift breakdowns.
BINGHAMTON Broome County Transit drivers now alert other buses to wait for a transfer (even if the bus will be late).
BINGHAMTON Broome County Transit installed nine new accessible bus shelters in Binghamton (two on Chenango St., two on State St. and five on Court St.).
BINGHAMTON Broome County Transit permanently took old "600" inaccessible buses off the road and the person responsible for using one for regular service when they were only for emergencies was reprimanded.
BROOKLYN Rite Aid Pharmacy at Kings Highway in Brooklyn eliminated aisle clutter due to merchandise delivery and stocking by increasing number of weekly deliveries to permit smaller shipments and changing delivery time to 4 AM so boxes can be cleared sooner.
BROOKLYN Pizzerio Uno Restaurant on 4th Avenue in Brooklyn now has signage at the entrance and provides Braille menus.
