2022-2027 Workforce Innovation and Opportunity Act Title II and Welfare Education Programs

The Workforce Innovation and Opportunity Act (WIOA) includes funding under the Adult Education and Family Literacy Act (AEFLA), also known as WIOA Title II. WIOA Title II is the principal federal funding source of states’ adult education programs and is administered by the US Department of Education’s Office of Career, Technical and Adult Education, or OCTAE.

The purposes of WIOA Title II funding are the following:

  • Assisting adults in becoming literate.
  • Assisting adults in obtaining the necessary education and skills to become full partners in the educational development of their children.
  • Assisting adults in completing secondary education or its equivalent.

States are required to allocate 82.5% or more of their allotments to local agencies through a competitive grant or contract process. There are four types of competition: 1) Adult Basic Education and Literacy Services, 2) Integrated English Literacy and Civics Education (IELCE), 3) Corrections Education and Other Institutionalized Education Programs and 4) Literacy Zones.

The current WIOA Title II RFP period is July 1, 2022, through June 30, 2027, and is closed to new applicants. WIOA Title II funds totaling $44,918,244 and $1,843,000 in Welfare Education Program (WEP) is allocated to local agencies by the New York State Education Department (NYSED) Adult Education Programs and Policy (AEPP) office each year, for a total of $46,761,244 annually over the five-year contract period.

Awards are divided between the four competitive program areas:

  1. Adult Basic Education and Literacy Services (ABE)
  2. Integrated English Literacy and Civics Education (IELCE)
  3. Corrections Education (Corrections)
  4. Literacy Zones (LZ)

The Adult Education Programs and Policy office (AEPP) office currently funds 200 WIOA Title II Programs.

Eligible participants are youth and adults, 16 years of age and older, and not enrolled or required to be enrolled in secondary school under New York state law, and who:

  • Do not have a U.S. secondary school diploma or its recognized equivalent, or lack the level of reading, writing, or computation skills expected of a high school graduate (even if they already possess a high school diploma) as shown on an NYSED and National Reporting System (NRS) approved assessment, Participants who possess a high school credential must score at or below NRS ABE Level 6 on the TABE 11/12, in order to be eligible for services, and/or
  • Require English Language Acquisition services (including services for those with diplomas or degrees from a country outside of the United States) as indicated by an NYSED approved assessment for NRS. These participants are unable to speak, read, or write proficiently in English.
