The National External Diploma Program
The National External Diploma Program (NEDP) is a computer-based program that leads to a NYS High School Equivalency Diploma.
What is NEDP?
The National External Diploma Program (NEDP) provides a HSE Diploma pathway that confirms and builds on high school-level academic skills through completing a portfolio of life skills and academic tasks. Eligible candidates engage with a flexible path through NEDP competency areas. Trained NEDP Assessors support applicants and clients as they progress through this hands-on learning experience. Active clients should plan to spend about 8-10 hours of independent work weekly.
Who is eligible to become a NEDP client?
- New York State adults and out-of-school youth without a high school or high school equivalency diploma who are at least 18 years old and have resided in New York State for at least 30 days.
- Completion of required CASAS Diagnostic Assessments with the achievement of a 9th grade level of equivalency or comparable equivalency using assessments required by approved NEDP provider agencies.
- Prescreening measures include a NYS NEDP Client Agreement to ensure clients understand the commitment required to succeed in this self-directed learning program.

How do I become a NEDP client?
Find a NEDP Provider in your area. If there is not a NEDP provider in your area or your local NEDP provider has a waitlist, the NYS NEDP HUB is available to all eligible candidates.
