Memo to the Field: HHA and PCA Addendum Requirements

Licensed Private Career Schools offering Home Health Aide (HHA), and Personal Care Aide (PCA) programs must review and follow the guidance in the attached Memo.

In collaboration with the Department of Health, BPSS has instated required addenda for each enrollment agreement signed by a student enrolling in a Home Health Aide (HHA) and/or Personal Care Aide (PCA) program at licensed private career schools.

This requirement is intended to reduce the confusion between the enrolling student and licensed private career school, with respect to the school’s obligations in delivering the approved curriculum and appropriately issuing the student’s certificate of completion, to comply with both BPSS and Department of Health regulations.

Each school’s addenda have been uploaded to their school portal under the “Curriculum” tab of the Manage Documents area of the BPSS system and tagged as “Addendum." School directors must download the addenda and ensure its proper review and signature with the certified agent, at the time the enrollment agreement is executed. Addenda may not be modified or disregarded. A copy must be retained in each student’s record and available for inspection upon request. Schools may not modify the addenda for any reason.

Schools offering curriculum in languages other than English must provide a translated version of the Addenda, with accompanying notarized affidavit, to BPSS no later than September 2, 2025. The school will upload all translated documents and affidavit to the BPSS system by the due date. Guidance regarding LOTE is available on the curriculum webpage.

Failure to comply with the directives in this notice may result in administrative actions.
