Adult Education Programs and Policy (AEPP)

The mission of AEPP within the New York State Education Department is to promote, develop, and support adult education programs with the goal of providing adult students with successful pathways and transitions to post secondary education, apprenticeship training, employment opportunities, and the workforce.  Responsibilities and duties of AEPP include:

  • Administer Workforce Investment Act (WIA) Title II funding;
  • Manage state funding for Employment Preparation Education (EPE), Adult Literacy Education (ALE), and Welfare Education Program (WEP);
  • Oversee the Regional Adult Education Network (RAEN) of seven regional technical assistance centers that provide staff development and support over 200 adult education agencies throughout the state;
  • Develop statewide Literacy Zones (LZexit site) which support family and adult literacy services in underserved neighborhoods;
  • Oversee statewide policy and the administration of the HSE/TASC™ examination in New York State;
  • Support agencies in promoting successful Postsecondary Transitions; and
  • Assist the Commissioner of Education as a member of the State Workforce Investment Board (SWIB).
