As part of the updated 1310.00 Supported Employment Policy and 1310.00P Supported Employment Procedure, ACCES-VR outlined the stabilization requirements for participants.  This memorandum serves to provide clarification of that policy and procedure.

Placed in Employment Prior To 1/1/19:  All (Adults and Youth) Supported Employment Participants

For all participants placed on their first day of employment prior to 1/1/19, ACCES-VR will allow providers and VRCs to “grandfather” those participants only

These participants will transition through the Supported Employment milestones as they would have done in CRS1.  When the participant with stable employment reaches Day 90 the provider can bill for 575X.  The VRC can close the case into Status 26 except for any youth case receiving 582X ACCES-VR Extended Supported Employment for Youth. These cases must remain open (see below Placed in Employment After 1/1/19:  Youth Supported Employment Participants Receiving ACCES-VR Extended Funding (582X)).  The participant’s case will then be transitioned into the appropriate source of extended services (i.e. OMH, OPWDD or ACCES-VR).

Placed in Employment After 1/1/19:  Supported Employment Participants

For participants in a Supported Employment placement that occurs on or after 1/1/19, the provider and VRC must comply with the new 1310.00 Supported Employment Policy and 1310.00P Supported Employment Procedure.  Specifically, stabilization must be agreed upon by all parties (i.e. the participant, employer, VRC, provider and, if appropriate, the participant’s family/representative) prior to the provider transitioning the case into the appropriate source of extended services.  At the time of stabilization, the VRC will place the participant’s case into Status 22.  When the participant with stable employment reaches Day 90 (post-stabilization), the provider can then bill for 575X. The VRC can close the case (including any youth case not receiving 582X ACCES-VR extended funding) into Status 26.  For youth receiving 582X ACCES-VR Extended Supported Employment for Youth see below Placed in Employment After 1/1/19:  Youth Supported Employment Participants Receiving ACCES-VR Extended Funding (582X).

Note:  While the Supported Employment Procedures and the CRS2 contracts (including the corresponding B-2 Budget Summaries) reference 578X as the service code for ACCES-VR Extended Supported Employment for adult participants, this service will continue to be processed for payments as it has been.  A CRS authorization or provider 370 billing will not be necessary.  There is currently no need to utilize this code for authorization purposes.

Placed in Employment After 1/1/19:  Youth Supported Employment Participants Receiving ACCES-VR Extended Funding (582X)

Effective on and after 1/1/19, youth participants with a Supported Employment case must comply with the new 1310.00 Supported Employment Policy and 1310.00P Supported Employment Procedure.  Specifically, youth (see definition of youth below) with any Supported Employment case eligible for 582X ACCES-VR Extended Supported Employment for Youth must remain open.  The VRC cannot authorize 582X at time of referral.  582X can only be authorized after the stabilization has been identified and agreed upon by all parties (i.e. the youth participant, employer, VRC, provider, and if appropriate, participant’s family/representative).

Note:  1310.00 Supported Employment Policy defines youth as:  An individual with a disability that is not younger than 14 and not older than 24.
